How do you fix too high rpm even though the idling adjuster has been adjusted to minimum?

Assuming it's an older vehicle with a carb, check to make sure that the choke is open all the way. Also, check for a vacuum leak and possibly a stuck float. If it has adjustable throttle linkage, make sure it's adjusted properly.
