You don't fly to it. You climb the ivy near the pumpkin patch and jump from island to island until you get the last island. Stand near the plant and press a to pick the plant. Press a again to use the grass to whistle. After a long intro, you get a bird. It will allow you to aim and fire the bird at things. Center the target on the monkey and press a to fire. The bird will get you the cradle its holding and the monkey will go away. CAREFULLY hop onto the islands until you get to land. Bring it to the lady standing near the stream. She will make you carry it to her house for her. Then, in exchange for all that work, she will give you a fishing pole. You can then use that to catch a fish for the cat to make it go home.
