Charizard is the last evolution of the Kanto Region starter Charmander. You can't get him in the game because of that. You can however, go to pal park and transfer Charizard from a Fire red or Leaf green game.

∙ 7y agoYou will need to migrate Charizard from the Generation III games to the Pal Park or trade for it with a nearby friend. Charizard or its pre-evolution forms cannot be caught or given to you in Pokemon Diamond or Pearl.

∙ 12y agoYou can't directly get a Charizard. Once you beat Red on Mt. silver, go to Proffesor Oak in Pallet Town and he will give you a choice of Charmander, Bulbasaur, or Squirtle. You can then pick Charmander.
