The easiest way to get Dialga on soul silver is to trade it for diamond/pearl/platinum.
But I have Heard of an event in which you can choose one of the three (Dialga/Palkia?giratina) using an event Arceus from diamond/pearl/platinum, but have not tested it.
From what I have heard, if you trade a legitimet mystery gift/event arceus, it is supposed to unlock an event on heart gold/soul silver and you can choose one of the three mention earlier. But the easiest way is to just trade a dialga from diamond/pearl/platinum
