You'll need to put a female Feebas or Milotic in the Day-Care with a Pokemon with the same Egg Group as Feebas/Milotic or a Ditto, and then wait for the Day Care Man to notify you about an Egg in the Day Care. Inside is a Feebas.

It's Very very very very very very very very very very very very hard to find a Feebas. It only appears on 4 random tiles and you have to use a super rod. so trade it from a generation 3 game or snag it from a friend.

Or if you cant get from other game, go to Mt. Coronet, go through the Celestic opening or get to it from the others somehow. Go up then left and through the opening, the room will be foggy so use defog. Febas is hard to find because, like the other answerer said, there are only a few spaces where febas will apear, so you need to use some kind of a pattern. I start at the lowest land space next facing the lowest part of the water and use my super rod, check the space a few times (I do 5-8), if it isn't there surf into the water and use a max repel, use the rod a few times, if it isn't there move on, keep doing this until you reach the side of the water against the wall and stay in corner facing up and use rod, keep doing this until you find it (if there is something in the way, like a rock, just go around it and keep looking. My Pokemon are too high of level to do damage without killing it so i just use an ultra ball. I got lucky, my first febas spot was only 7 space into the water. Don't forget that the spots you can catch febas at change every day, or you can shuffle them by doing something, forgot what. Catching febas can be annoying and time consuming, so migrate/trade if possible. Hope this helps, good luck. =)
