You can get the mystic ticket for access to Navel Rock which has Ho-Oh in the left side and Lugia in the right side. you can get the mystic ticket by going through the mystery gift option. To get the mystery gift. Go to any Pokemon mart and behind the counter is a questionnaire. Type in (Link Together With All). Then you save the game and reset. and you should be able to access the Mystery gift option below the new game option.
Answerwell not really, you can get Ho-Oh and Lugia by starting out with a girl or event. Some one told me and he did not do anything to the game like hacking and he had a Lugia and a Ho-Oh. just type in at the top how.

Get the Mystic ticket in Emerald and trade them
You can win a Ho-oh in Pokemon Colosseum for completing Mt Battle vs 100 with your story mode Pokemon, which you can then transfer to Sapphire
Lugia is a shadow Pokemon in Pokemon XD Gale of Darkness, you can transfer it to Sapphire after you catch and purify it

∙ 13y agoYou have to get the Mystic Ticket and got to Navel island and there they will be. It's an old Nintendo event thing so nowadays the best way would be a cheat code which unfortunately I don't know any.

Nowadays you need an Action Replay or GameShark in order to get the item Mystic Ticket this will lead you to Navel Rock if you go up all the ladders you will reach Ho-oh, if you go down all the ladders you reach Lugia.
