In Emerald, Sapphire, or Ruby, you can trade it from Fire Red or Leaf Green after obtaining the national Pokédex in both games or use a GameShark. In Pokémon Diamond or Pearl, you can migrate them form Fire Red, Leaf Green, Emerald, Sapphire, or Ruby, or you can use an Action Replay.
