Help Riley out in Iron Island. After you defeated the Galatic Grunts Riley will thank you and he will give you a Pokemon egg that contains Riolu. Hatch the egg.
Go to Canalave City, and go to the sailor at the southwest part of the city. Talk to him and he'll say "Ahoy, wanna set sail?" Choose Iron Island. On Iron Island find Riley. When you get to the end and have finished killing the grunts and paled them, have a space in your party and he will give you the egg which hatches into Riolu.

You can get riolu in trades with friends and you can get an egg from Riley from Iron Island and just walk like 7500/5000 times and the egg you got from Riley will hatch and BOOM You got yourself a Riolu Lv.1

You can catch it at the Safari Zone. You find it in the meadow, after placing 42 Peak objects and 28 Forest objects.
