Route 119 (given to you by your rival near the weather station).
Diamond / Pearl / Platinum:
Galactic Warehouse (in a room, between two blue boxes).

∙ 14y agoonce you have the petalburg badge from your dad, and surf from wally's parents, go to mauville city and go east, Surfing over the small stretch of water. Progress up that route, past the weather institute, and not far before you reach fortree city, your rival will battle you. After you beat him/her, he/she will give you the HM Fly!
