That depends if she is in a relationship with you and/or if she has any feelings towards you whatsoever. Instead of asking to makeout, you may want to ask her if she'd like to kiss you, and if there are any mutual deep feelings of attraction the "making out" part will come naturally.

If it's a girl you go out with then just lean in and kiss make sure she knows you want to kiss her but don't tell her. If it's a person you don't go out with then say "Who wants to play spin the bottle?" then you could probably get her and maybe some other good looking girls too. If that doesn't work then just try to get to know her then and try to ask her out after but don't make out right away. Some girls will kind of be nervous just when you kiss her so make sure she's ready to go through with it.

Coming from a girl, I think we make it kind of obvious. If you notice her fidgeting with her hands then she might want to or shes just too nervous about it. But let's say you both lean in for a kiss make sure she actually wants a kiss on the lips. If you see her kind of awkward about it just give her a kiss on the cheek. If this girl is bold she'll say what she wants.

im 12 to let people who want to know. i don't know that much about relationships but i know some moves. 1. take theem to a romance or Horror movie and make some jokes that will make them laugh and they might add something of there own to the joke. 2. this isn't much of getting them to make out with u but if u drop them off somewhere let them get through the door then knock on the door look real serious and say u forgot something. then get her in ur arms and kiss her very slightly. those are the only two ways i know.
