You give pollywhirl a kings rock and then trade it.
Well, first off it Politoed (i made the same mistake) and you get it by trading Poliwhirl holding King's Rock. Its all here. http://bulbapedia.bulbagarden.net/wiki/Politoed_(Pokémon)
The Elite 4 trainers are Will, Koga, Bruno and Karen. Will has 2 Xatu, Jynx, Exeggutor and Slowbro. Koga has Ariados, Venomoth, Forretress, Muk and Crobat. Bruno has Hitmontop, Hitmonlee, Hitmonchan, Onix and Machamp. Karen has Umbreon, Vileplume, Gengar, Murkrow and Houndoom. Lance is the Champion of the Elite 4 and he has Gyarados, Aerodactyl, Charizard and 3 Dragonite. One of the Dragonites are at level 50.(Before Challenging the Elite Four, I recommend obtaining at least two of these Pokemon, leveled up to at least level 53 each: Typhlosion, Feralligator, Maganium, Ho-oh or Lugia. I beat the Elite Four with [In order] Lugia lv. 50, Typhlosion lv. 53, Gyaryados lv. 39 [aka Rupert (don't ask)], Pollytoad lv. 26, Electrode lv. 23, and Sudowoodo lv. 20. My main Pokemon were my Lugia and Typhlosion. The others I used as "substitutions" as I call them. For instance, say my Typhlosion got hit pretty hard and fainted. I would send in one of my terrible Pokemon as a "substitution" while I nurse my Typhlosion back to health. Its kind of cruel to just let your bad Pokemon get beat up like that, but its a very effective technique and it helped me beat the Elite Four! Try it!if you are saying is the elite 4 in johto it is right in font of victory road.lots of energy roots and strong Pokemon of every type
