You start new games until you get one, use a cheating device, hack the game, or have a friend trade his Shiny Charmander.
Edit: You cannot use a cheating device to get one as far as I know, I've been looking everywhere for a code, and have yet to see one.
you can get shinys in sinnoh but not charmander because it is not a sinnoh Pokemon
You migrate a Shiny one from Pokémon FireRed, LeafGreen, Ruby, Sapphire, or Emerald, or have a friend trade you one.

this is a 1 1n 9000 chance, but any wild Pokemon can be shiny. =)
To get a shiny Pokemon in diamond you either have to use chaining with your poke radar or you can just be very lucky and just be walking in a patch of grass and stumble across one. I have a shiny zubat that is green and a shiny golduck.
yes it still stays shiny
if it's a different color then normal
save before you go to the lake, then keep on restarting your game till you get a shiny, you can also get shiny ledgendaries by doing that
Luck. You have a 1 in 8,192 chance of your starter Pokemon to be Shiny.
Save in front of where you get your starter Pokemon, then reset until your chosen starter is shiny.
