∙ 9y agoFirst, get a Super Rod from a man in Mossdeep City. Then use the Super Rod to catch a Staryu in Lilycove City. If you want to evolve your Staryu into a Starmie, use a Water Stone.
fish off the coast of lilycove with a super rod and you might get it. *the chance of getting it is tiny, like trying to get a feebas.*

∙ 12y agoGo to Lilycove city. then go on the water. At this location, use the super rod. You should be able to find it in about 5-7 minutes(it's kinda rare).
