How do you get a zorua on Pokemon White when the shiny Celebi doesn't work?

If the Shiny Celebi does not work, you cannot get a Zorua. On Pokemon White, this is the only way to get that species.

no no one can give you that. because celebi can not be shine as it is an event only pokemon.

You have to catch Ho-oh, and then it appears. Inside, you can find Lugia, Celebi, and a Shiny Gem, which makes one of your pokemon shiny :D

You don't need a certain Pokemon in Heartgold or Soulsilver. You only need to have caught one of the two events that took place.I think you may have gotten it confused. You need Celebi in Black and White to get Zorua, but nothing to get Celebi. The same goes for Zoroark on Black and White except you have to get one of the legendary "dogs" (SHINY Entei, Suicune, or Raikou from event) over to B or W. u get zorua by using the relocater to transfer celebi and go to a building in nimbasa city and zorua will be in a illuzion. u get zoroark by going east of nimbasa city with the three legendary dog pokemon. they must be shiny
