Yes you can you finish the dex and get a space ticket and go to mosdeep. go to the space centre and talk to some guy and say yes you will go to the moon and find him.I did it ,myself it works!!!

well, the best way to get a deoxys is to use a gameshark. the codes are at the gameshark website, and you can also activate the mod shop to get master balls for free.
soz u cnt only on emerald diamond platinum pearl leafgreen firered you catch latias or latios and get the to lv 67-77 (not sure witch) and i know this from expirienc you can get deoxes only with a action replay.
you need a lv 67 latias or latios and make it hold a sitrus berry when you do go to mossdeep city and go to the rocket place called mossdeep space center and talk to a guy on first floor he will either say 67 launches successful or 77 if 77 make latios or latias 77 and go back if 67 he will ask you to go to the moon if he does say yes and he will put you on the moon then go to top and catch deoxoys. ty for reading (theres no Pokemon on moon and moon is small)
on sapphire Deoxys can be caught with an aurora ticket to get the aurora ticket mix your records up inside the Pokemon center and a Pokemon nurse will give you the aurora ticket it will let you sail to birth island birth island has last resort (celebi and mew)
birth island has navel rock(ho-oh and lugia) and birth island has mystic cave (latios and latias) and of course birth island has birth island peak (jirachi and Deoxys) another way is bla bla bla bla a Nintendo event ext ext another way is get a gameshark it'll already have the Pokemon games on there and simply look on it press right click what Pokemon you want and click start
