Drifbloon can be found at the Valley Windworks just east of Floaroma Town. It only appears on Frindays and after you have saved the Windwork's manager. It doesn't appear in the grass but as an NPC. You can only battle it once evry Friday, if you accedentaly knock it out you'll have to wait until next Friday. Also, do NOT try to mess with the DS's internal clock: the game will make you wait another 24 hours so it won't do you any good.
