it may sound stupid but its true! you have to have the cheat 999 master balls then trash 333 of them then walk around then the next wild battle you get into it will be entei! DON'T USE A MASTER BALL TO CATCH HIM!!! if you trash 333 more master balls the next battle will be riaku! but wait there's more if you trash the last 333 master balls you'll get a suicune in the next battle!! fpm

You have to go to the bottom floor in the Burned Tower in Eucratik City and walk up to where Entei, Suicune and Rikou are waiting. Then, you have to chase it. It's location will be on your Pokegear map. It will flee on it's first turn, though.

once they flee from the burned tower in Ecutak City, on your pokegear u will see where they are loacated if u fly they will just move to a different spot. The best way is to stand on the border of route 36 and 37, and everytime they move, you will need to check if they are on either of the routes. if you find entei, DO NOT! use meanlook or shadow tag abilities. Entei knows the move roar, and when you mean look him, it will then use roar and WILL DISAPPEAR OFF THE POKEGEAR. It would be like you killed him, and there is then no way to get back. Remember that he keeps damage loss/status problems, so make the best use. Honestly, I would just masterball it. Whichever you like more, Entei or Raikou, doesn't matter, just know that the one you don't masterball will take a long time to catch.

Go to the Burned Tower in Ecruteak City and wake up the 3 legendary dogs after that they'll roam around. It's just pure luck to be able to find it. Always have a pokemone in the first slot have mean look so if you find it on accident then you'll be able to catch it.

if you want get entei then you have to to go to the burned tower in ecruteak in battle, you have to use a move that will cause it not able to escape (example,mean look) then i would use a lighting move such as shock wave until it is fully weakened .but try not to kill it .when you reach as low as the yellow bar switch to any water type pokemon. make sure the entei is at least two levels higher than your water type.then use a move like surf or waterfall . and the entel"s health must be far away from red but in the yellow bar.then if you have any the best thing to do is use fast balls.these work good on entei and raikou.so until then guys later...........

Once you've defeated Whitney, and have visited Mahogany Town, head up to the Burned Tower. Defeat your rival and head down the stairs. Once you get close to them, Suicune, Entei, and Raikou will run off. You can track down Entei and Raikou using the map in your PokeGear, but they will change routes when you do, so try to be tactical.
