The cheapest REASONABLE way to get from LGA to EWR is probably using public transportation; you can get there using buses and the subway.
Take the PATH train (New Jersey) to World Trade Center ($2.75), then switch to the E train ($2.50) to go JFK (you'll have to take an air train on both sides to go from the airport to the trains- not sure what the current prices are). Although this route is low cost, it will take a long time!
