Nope, it opens when you get the volcano badge in that island - you open that with a key in the mansion and do the rest from there

∙ 16y agoYou have to beat the 7th gym, get Dive, then go right in front of where it says Sootipoolis city on your map, teach Dive to one of your Pokemon, and use it. Then enter the cavern while underwater, and come up.

∙ 14y agoYou have to... oh yeah, you have to get past groudon and kyogres battle, then go get rayquaza the team aqua and magma leaders will be in sootopolis city, talk to them then you can go into the gym and wala you beat the gym leader.

∙ 15y agoBefore you can get in the 8th gym you need to either have captured or defeated groudon, which is located in the sootopolis cave not to far from the gym.
