How to go into cerulean cave in pokemon FireRed?

First you must beat the Elite Four. Second you must have the National Dex. After you obtain the National Dex. Go to One Island and help Bill's friend by getting the ruby and sapphire from the other islands. Then the person blocking Cerulean Cave will have left and you may enter the cave to catch Lv. 70 Mewtwo!

To get into Cerulean Cave, you have to defeat the Elite Four (and the champion), obtain the National Pokedex, and help Celio complete the network machine on One Island by bringing him the Ruby and Sapphire.
