How do you get moisture out of the headlights of a 1996 Dodge Neon?

Are these capsules plastic or glass? In the past, I have drilled 2 VERY small holes (1/8 inch drill bit) in a hidden spot on the (plastic)headlamp capsule. This allowed air to flow into the lamp, and moisture to escape. It's worked well on a 92 Taurus, and an 89 F-350, and a WHOLE lot less expensive than replacing the capsules. Just be sure to do it in a fairly inconspicuos spot, and LOW on the lamp. It will probably never even be noticed, but the moisture will clear up.

The Neon doesn't have a reset button.

The starting motor for a 1996 Neon is on the side of the engine block. The starter is at the rear at the transmission.
