You can wait for the lady by the guild to sell it for you, but not only is it expensive, it also takes time for her to have it in stock. The best way is to kill either hornetaurs or vespoids. They tend to drop them the most.

You can get monster fluid as a reward by completing the the three star offline quest 'pest control'. Also by getting a bowgun and using poison, it will kill the bugs and you have a chance to carve monster fluid. (also works with poison weapons, but not as effective.)

you can get one from a high level rathalos or rathian in the gathering hall.
