Usually with your virtual pro you have to complete a certain amount of acheivements. Once you have the right amount a notification will come out saying you have unlocked a boots pack. For example, "boots pack 1 unlocked"

Unlocks a selection of Black Boots
. Win a cup in manager mode
Unlocks a selection of White Boots
. Get a club promoted in be a pro seasons or manager mode
Unlocks a selection of White Boots
. Win consecutive leagues in BAP or Manager Mode.
Unlocks a selection of Blue Boots
. Play 25 matches online
Unlocks a selection of Red Boots
. Represent any club 50 times.
Unlocks a selection of Coloured Boots
