First, power must be restored to the Power Plant. After power has been restored, travel to Lavender town and go in the Radio Tower. Talk to the old-man in the lobby, and you will get a new Radio Card.
Now, go to Snorlax, and open your radio. Look for the Poke-Flute channel, exit the Pokegear, and Snorlax will awake.
