you get the silph scope from the huge citys huge building then go up tto the top of the haunted tower and then after all that stuff is done you go to the Pokemon house in the city where the tower is and talk to the old man and he gives you a Flute, then go down the route where the snorlax is and use the flute and you battle him at level 30.
