You use the lobster from the trap you recover for Cap'n Salty.

Go to the lighthouse and get the photo ffloating in the air by the left side. Swap it for Scuba gear at the Say Cheese shop. Dive at the water on Puffin Point and get the lost lobster trap. Cap'n Salty gives you the lobster inside, and the jet ski keys.

Turning the light scares away the seagull by the school's bell tower.
