If you have beaten the elite 4 and caught 60 Pokemon then you should get the pokedex. Then u may catch mewtwo (cerulean cave) and if your starter is squirtle u will get raikou ,charmander u will get suicine and if u take bulbasaur u will get entei.the trick is that the legendary dogs teleport themselves to the route u are in u need A masterball or a wobbuffet (ability is shadow tag) as they flee when u try to battle them.all the best.hope I helped
