It could be anything--it could be an allergic reaction to a laundry detergent, or it could be some sort of sexually transmitted infection, or it could be chafing...you need to get it checked out asap to make sure you're ok.

It might be jock itch or sweat a skin condition i would wash real well there to see if goes away they do have things on over the counter that will help if that's what it is if it doesn't go away i would see a Dr.

This really depends on why they are itchy. If you are STI free then you may have jock itch. Try keeping the area clean and dry. Use a cornstarch powder such as baby powder, after you shower and before you get dressed. If it doesn't resolve then consult your physician.
