I know that my grandmother has been using mothballs in her basement for years, they have a scent of their own that might aggitate some people and you shouldn't put them down if you have small kids or animals. You can also try removing any old fabric that may be down there and I'd also probably have a mold inspection done. Basements tend to hold a lot of moisture and that could be what it is if it's that bad and it can have bad effects on you and you're families health.

The best thing I have seen for this type of smell is an ozone generator. You can rent them.

For a starter, use a dehumidifier, then look for sources of moisture which can cause mold and odor. Next install vents to aide in air exchange.
