my 1992 ford f150 custom with l6 4.9L engine is not equipped with airbags on the passenger side or in the steering wheel ...you will need to look for a stamp on the steering wheel that says SRS Airbag... if it doesnt have that stamp your truck is not equpped with airbags.. or you can pull the cover off of your steering wheel like I did to fix my horn... that is how I found out my truck is not equipped with SRS Airbags

What engine size? 4.9 liter should be easy. Just be careful with the housing unit. When filling the fluid make sure you turn the steering wheel lock to lock.

As far as I know the clock spring allows the wiring to the steering wheel horn and cruise control buttons to feed in and out when the steering wheel is turned
Do you mean that you cannot turn the steering wheel left or right? When you say that "steering locks up" it sounds as though you're talking about the steering wheel. Other than that, I would suspect the transfer case. On a truck this old, the transfer case could be rusted up.
With the wheels pointed straight ahead and engine running (assuming it has power steering), you measure the amount of travel at the outer diameter of the steering wheel from left to right without moving the wheels.
If it is an aftermarket item it could be a by-pass switch for a remote start.
Faulty power steering pump, bad power steering fluid, insufficient or excessive power steering fluid.
