Try using straight bleach, let it soaK in.BE SURE TO OPEN THE WINDOWS.Then rinse with clean water and rewash with a cleaner like Mr. Clean.
Be sure not use this method on carpet as it has the ability to decrease the longevity of carpet fabric. I've been impressed with some information that I recently found on another site -

NaOCl(bleach) + 2NH3(ammonia- a chemical found in urine) --> 2NaONH3 + Cl2(chlorine gas)
It was used as a chemical weapon during World War I and later by Nazi Germany in World War II. If you inhale it, it can be fatal.
Another potential reaction, which occurs when an even greater amount of bleach is added than ammonia, is this:
3NaOCl + NH3 --> 3NaOH + NCl3
That's sodium hydroxide and nitrogen trichloride. Nitrogen trichloride is a very toxic chemical to humans, and even if you did get close enough to ingest it, it would probably explode in your face first, as it is also a very volatile explosive.
I recommend using hot water and vinegar. Then if you dislike the smell it leaves behind, it will then be safe to use bleach, but please be sure that you don't use more bleach than water. To get rid of the vinegar smell i suggest using a regular floor cleaning like Fabulouso or Pine Sol and plug in an air freshner in that area, jsut to be safe.

Thanks for bringing up how bad bleach can be Azriphale. Even need to be careful with the Fabulouso and plug air fresheners. They have so many chemicals in them too. I'd suggest using Freshana. Simple! Just get a bucket halfway filled with vinegar and then you get a rag and gloves put the rag in the bucket and and take it out, twist the rag over the bucket and start wiping!
Assuming that you tried normal cleaning methods and the smell is not coming out, most likely you will need to remove and replace the tile. Most vinyls are not water proof; most are water resilient and they vary based on the type and age. If the vinyl is older, it's more likely that the finish has worn off and the urine has been absorbed. Also, if it is vinyl tile or if there are seams, liquids can soak through.
Most likely, you will need to remove the vinyl and then check the subfloor. If the subfloor is plywood, you are in luck as this is much easier to solve. If you have sections were the plywood has absorbed it, then, you will need to replace the plywood in those sections.
If you have concrete underneath, that is much more challenging to solve as you can't remove it and it does absorb liquids. Then, you would need to enscapsulate/cover it. One method on the market is to use Kilz which is a paint primer. It helps cover the smell, but it is not foolproof. Alternatively, you can try to add self leveling cement, but this is more expensive and challenging for a novice to do.
You can use air freshener, or a all purpose cleaner to get rid of the bacteria causing the smell.
Wash the floor with a 50/50 mixture of vinegar & water. As the floor dries, the vinegar smell will dissipate along with the smell of urine.
There is a product called Zero Odor that when sprayed in the car will remove the urine smell.

You can remove cat urine from your car seat by applying a product called D-Molish. D-Molish actually neutralizes the urine smell, it will be totally gone!
First try white vinegar and water. If that doesn't work, go to a commercial cleaning supplier. There are products used in public restrooms that remove urine odor from tile. Once you remove the smell, seal the tile grout well. This should keep it from holding an odor.
