First, do you have the owner's manual? I suspect not if you are asking.
On the left accessory arm on the steering column, the head light(s) switch (rotate knob) is the outer most control when turned.
The dash light switch is the next switch on the same accessory arm but is more or less a flat fin that rotates. This is the same switch that controls the inside cabin lights. If this is not working, I would check the fuses and light bulbs (behind the dash).

Usually at the upper end of the clutch pedal under dash
Possibly the dash light dimmer, located next to the headlight switch, is turned down. Turn it to brighten the lights.
Flasher relay is defective.
I have a 99 Sahara and have had to replace the switchint he dash twice. Fairly easy job about 30 buck or so. Your headlights must be on and they will only woirk when you have the low beams on. they turn off when you switch to highbeams.
The 1994 Jeep Wrangler dash pad is secured with eight retaining clips. Pry outward on each retaining clip and the dash pad will come off.
Probably the dash fuse is blown, or the dimmer switch for the dash lights is bad!
Check for a loose ground wire - sounds like lights are backfeeding searching for ground
