There are two steps to ringing the school bell :

1) Recover the missing bell clapper.

2) Get rid of the seagull that stops you from reaching the bell.

To get the clapper, assemble the comic strip from the 8 pieces and the frame, and return them to the guy at Klassic Komix. Use the locker combination to get the blueprint from Nate's locker, and also make a stink bomb in the Science Room (mix blue and yellow and heat). When you chew gum and get detention, the stink bomb will let you reach the file cabinet and the secret room, where the clapper hangs from the ceiling.

To get rid of the seagull, get the old photo blowing in the wind by the lighthouse, and swap it for diving gear at the Say Cheese shop. Dive for Cap'n Salty's lost lobster trap, and he will give you a lobster. The lobster turns the crank on the lighthouse and the light scares away the seagull.

The teacher will get on to you and you'll have to sit in detention. Then set off the stink bomb. The teacher will go out and you walk to the cabinet.
