I have a 95, which is obviously a different body type... but on mine you have to remove the plastic trim along the inside of the trunk behind the brake light assemblies. From there you can remove the plastic clips that hold various parts of it on.
the brake light switch is just above the brake pedal. I just bought one for my own 97 tracer yesturday and need to install it.
If it is just ( 1 ) lower brake light that is not working it is probably the bulb

On a 1997 Mercury Tracer : It could have the Anti-lock Brake System ( assuming the warning light bulb works , there will be an " ABS " light in the lower part of the dash , between the " BRAKE " warning light and the speedometer , that you should see when you first turn the ignition key to the RUN position , just before starting the vehicle , to prove that the bulb works )
Probably the level of brake fluid in the reservoir is low. This is telling you the brakes need service.
Your brake pedal may not be touching the sending unit to turn off the brake light. Try having somebody look while you pull up the brake pedal with your foot. You can adjust the unit to be closer to the brake pedal. There is no room to work, so have fun. There is a small plastic disc/spacer between the brake pedal arm and the brake switch that often fractures and falls off. It is about the size of a nickel, and has a small post attached to it--costs about $3.00 at a Mercury dealership. Assuming it is the same as the 1998 Mercury Tracer : The fog light switch is on the turn signal lever , next to the head light switch * you probably need to have your head lights on low beam
First remove the gray cover behind the light in the trunk. You should then have acsess to the bulbs.
There is no change transmission lamp.

If your 1997 Mercury Tracer has a battery light that blinks on and off while the car is running, it most likely means that the battery is not charging. This could be an issue with your alternator.
The dome light cover is somewhat flexible plastic. By pressing the front of the lens toward the back, and some judicious prying, it will pop out. I just tried that on my car, and I recommend doing this with a warm car :) ss
