First of. you need all the other badges and you must've restored the network on One Island. Then, go to the gym in Viridian city ( the first city after you left Pallet Town). People will say that the gym leader is back. Now you only have to enter and defeat the leader. Who his he? That's another question... No you can't restore the network until after beating the elite four you need to beat team rocket where they appear which is mt moon, Pokemon tower, the game corner, silph co and get the 7 badges then you can face the last gym leader.
