You can get Rotom in the Old Chateau at night after completing the Sinnoh Pokédex. It is found in the room with the TV by going up to the TV and pressing "A". Although Rotom itself is obtainable without it, it's other five forms cannot be obtained without a Secret Key.

∙ 14y agoyes you can go to the old chatuau at night and find the tv talk to it say yes and theres Rotom! at lvl 15 use flare blitz and 1 cherish ball it gives you unlimited master balls
