In most Windows systems you can right-click on the desktop to access a menu. In newer versions of windows it will probably say "personalize." Once you open that menu, you will see an option for "Desktop Background." The desktop background will have options for you to choose the picture you want as a background, then you can choose several options like "tiles" or "center" and you should select "Stretch." If you select "stretch" and the image appears blurry, you'll need to get a higher resolution picture. For large images, if "Stretch" does not make the image big enough, try the "fill" option.
