To get the Tri Pass, you must progress in the game until you get to the Cinnabar Gym. After you beat it, when you leave the gym, Bill appears and talks to you. Then he will give you a Tri Pass and sends you to One Island to talk to Celio.

1. After defeating Blaine on Cinnabar Island, Bill the Pokemaniac will approach you and offer for you to accompany him to One Island to visit his friend Celio. Once on One Island, Celio or Bill gives you the Tri Pass and Celio sends you on a small quest to Two and Three Island. After the quest, the Tri Pass is yours.
2. Turn down Bill's offer on Cinnabar Island, go defeat the Elite Four, and then Bill will approach you again and repeat the offer.
Option #1 is the easiest and the best because it opens up new Pokemon for your Pokedex, and the Pokemon are high level and are good for strengthening your own Pokemon with.
