This rule applies if there are less then 2 outs and 1st base is not occupied, if there are 2 outs, then you can run even if 1st base is occupied

Yes, unless your specific league has rules against blocking a base, any base can be blocked if the fielder has the ball or is making a play on the ball. With this being said, you should also know the runner has the right to get to the base, so if you are a 1st baseman blocking the bag be prepared to get cleated or ran into (ran over) by the baserunner
When there isn't a runner behind them forcing them to run. For example, if a runner is on 2nd base but there is no one on 1st base, the runner must be tagged on their way to 3rd in order to get them out. However, if there IS a runner on 1st, the 3rd baseman can simply touch the base because it is a force out.
