no you cannot. when I got my first Animal Crossing game I was excited to get to be an animal. but I was young and wasn't smart enough to research games before getting them. you play as either a boy or a girl and your apperence is determined at the very beginning of the game by the questions that you answer. look up the answer sequences ahead of time, because in ac: wild world I haven't unlocked shampoodle and am stuck with 3 pink pigtails. and it SUCKS!!! your question answers also change your eyes, which you cannot change and sometimes look really odd. hope this helped.

In New Leaf, Tortimer has retired, and the player becomes mayor as soon as he arrives in the town.

You cannot send a letter to the mayor on Animal Crossing City Folk. You can only send letters to neighbors and friends. The mayor is one of those 'non-neighbors' that are in your town, but you can't talk to them or send letters to them like a real neighbor.
