There is a fullmoon island, which has a boat ride to it, and you find Cresselia there, and there is a NewMoon island, with darkrai, which you need a member's card item for, and THAT is only obtainable by Special Event or cheats. But there is not a "Halfmoon Island".

in there talk to the child who is sick in bed
the sailor should head in
he will tell you the only cure is a Luna wing from a Pokemon on moon island
he will take you there then
