Once you defeat the elite 4 in emerald, go to Fallarbor town, go to the left edge of the town where you will find a house named fossil maniac's house,enter the house where you will find a small tunnel, enter the tunnel, on going further there will be an exit of the tunnel, after exiting you will find yourself in the desert under pass.
