How do you get to the first gym leader in Kanto on Pokemon HeartGold?

First, you would have had to defeat Team Galactic at Mount. Coronet.
After going to Lake Valor, then Acuity, then Verity, you would have seen that the 3 Pokemon have been kidnapped, so you would have to go the Team Galactic's base in Veilstone to see Cyrus make the Red Chain (which he needs to summon Palkia or something.)
Then you go up Mount. Coronet till you get to the Spear Pillar, fight Palkia, then beat Team Galactic.
Then the man near Lake Valor who is blocking you way to Sunnyshore City will let you through.
The Gym Leader will be depressed at the lighthouse, if that's what you're having trouble with.

∙ 14y agoAfter you beat Blaine, the seventh gym leader, you go to Viridian town and go to the gym that used to be locked, the gym will now be unlocked and the leader will be Giovanni. A user of ground type Pokemon.

∙ 12y agoOlivine City Gym leader- First go to Olivine City, head to the lighthouse and don't take the elevator, but take the stairs, then talk to the girl at the top, she is the the gym leader of Olivine City, she will ask you to get her medicine for a sick Pokemon and the medicine is found at Cianwood City. Surf there and find the the pharmacy there. Talk to the man inside the pharmacy and he will give you the medicine for the sick Pokemon. You can Fly or Surf back to Olivine City (you can fly only if you beat the gym leader at Cianwood City(he uses fighting types)). Go back to the lighthouse and get to the Olivine City gym leader. Give her the medicine and she will go back to the gym so you can battle her (She uses Steel-Electric type Pokemon).

∙ 12y agoAfter you beat Blaire at Seafoam Island, go to Cinnabar Island and go up the path next to the Pokemon center. There is a man looking around. Talk to him. His name is Blue and after you talk to him he will go back to the gym. You have to have beat Blaire though. Hope this helps!

∙ 12y agoto get there you need to get the exp card then go to the snorlax by digglet cave then go to your radio and move the ball up to the top o the signal until it says pokeflute then talk to the snorlax then fight it or capture it then go through digglet cave then go north then east and use cut on the branch and then your in pewter city and nif you played Pokemon greenleaf or firered version then youll know the whole map of pewter city.

I think you mean Lt Surge, and he's ad viridian city, the first Kanto city you arrive in. You have to use cut or surf to get to the gym,
