You can "scoot" or "slide" your chair by dragging your mouse cursor across your character (right to left). Be careful not to tip the chair over or you will have to start again. When you reach the shady guy, he'll untie you.

There are no sharp tools on Counterfeit Island. The balloons are popped by clicking them, and you free yourself from the chair by "scooting" it backward to the shady guy who is also tied up.
