Many people say you can't, but you can! My friend did it, doesn't have an action replay, and acually had shown me! I'm currently trying to,too. Here are the steps:
Things you need to start with: 2 friendly dogs, rose, lucky collar, a naptime record (optional) milk ONLY, and dry food ONLY
1st- Pick a girl and boy dog of the same breed (any colors) and try to get ones with friendly personalities.
2nd- Have the girl wear a rose, the boy wear a lucky collar
3rd-Let them bond. Cuddling is a good sign, but whatever you do, DO NOT walk them or enter contests. For good measure,don't give them many toys and do not pet them ( it's harsh, I know, but try to ignore them! Leaving your DS plugged in alone while doing something else helps alot)
4th- when the girl starts to get noticable "big" your hard work is ready to pay off! Leave them be the rest of the time, checking in once every day or so.
5th- One day you will see a puppy! It should be just like the parents, but less than half the size.

you need 2 identical dogs including one male and one female only feed them milk and dry food from 4 days to 1 week only take the male on walks and dont enter contests i do suggest to find a rose and lucky collar first put the rose on the female and lucky collar on the male this worked on my and my friends dogs so it is possible just be patient and a puppy will come

From what I have heard, you must do these steps:
you need 10,000 points...
1. get two new dogs, boy and girl.
2. put all other dogs in the hotel
3. feed them only milk and dry food.
4. pretty soon, you will see them walking together and sleeping together.
5. eventually, the mother will have babies.
6. this is supposed (from my resources) to take either four days or a rreeeaaalllyyy long time.
