How do you go from specific to general when writing a paragraph?

Specific means the narrowest meaning you can find; general means
the broadest. If you go from specific to general you go from narrow
to broad.
For example, this paragraph is in a very specific category, the
"Paragraph Development" category. Moving from that specific to a
more general view, you notice that Paragraph Development is part of
Writing and Composition, which is part of English Language, which
is part of the most general category of Literature and
Language.

How can you write an introductory paragraph using a question or series of questions?

If you want to write your introduction using questions, you need
to think of questions that will support your main idea. Make a list
of all the questions you can think of which will support your
topic. Double check them to be sure they don't lead off into other
ideas.
Now, arrange these questions so that they lead in a logical manner
- either go from general to specific, or from specific to
general.

How do you know when a new paragraph begins?

The sentence is indented. (A few spaces over from the left)
So, I'm just writing to show what it looks like. Usually a
paragraph has a few sentences in it, at least, organized around the
same idea.
But when you want to make a new paragraph, you do it like that.
The rest of the sentences in this paragraph will go all the way to
the left, but not that first sentence.
So this answer has three paragraphs in it.

Why is it important to establish a purpose for your writing and what advantages will that simple task give you in your writing?

A specific style will develop in your writing, which, if you
have a purpose for writing, will connect better to the reader and
fit the type of writing better. But if you are writing just to
write as a brainstorming exercise, it is unnecessary. Establishing
a purpose for your writing allows you to set specific, realistic
goals based upon the writing, giving you a reason to write it. When
you have a reason behind writing, more can go into it; it's more
passionate, in a way, because you get more feeling, etc. into it,
and it will fit the intended audience/reader/etc. better.
