I'm assuming you meant a 3.8 liter not a 2.8. Anyway the serpentine belt has a spring loaded tensioner pulley assembly which automatically keeps the belt at the correct tension. If you look at your belt with the hood up you'll see a plastic pulley on the far left of the engine. Behind the pulley is a 1/2 inch socket {a square hole) With the car not running feel behind the pulley to locate the hole. you can borrow a special tool from a rental shop or from a parts supplier.(Some suppliers will lend it free when you buy a new belt from them.) To loosen the belt you have to release the tension by inserting the tool into the socket. Then pull to the right on the handle. The tensioner will release the belt allowing you to remove it. When re-installing the new belt pull the tensioner to the right again and with a helper route the belt back onto the pulleys. There is a diagram nearby which shows you how to route the belt.

There is NO TIMING BELT on a 1995 Mercury Sable * Both the 3.0 and the 3.8 liter V6 engines in a 1995 Mercury Sable have a timing CHAIN

In a 1989 Mercury Sable : Both the 3.0 and the 3.8 litre V6 engines have a timing CHAIN

The 1997 Mercury Sable does not have a timing belt, it has a timing chain that normally requires no replacement and should last the life of the engine.
