I have a 1997 and recently figured this out. Look behind the top right pulley that operates the Power Steering pump. On the left side of the pump down about 3 - 4 inches at a 45 degree angle you will see the head of a bolt. if you begin to loosen this it will relieve the pressure on your serpentine belt.

I also have a 95 GC Laredo and replaced my belt about 6 months ago. There is an opening in the tensioner pulley where you can insert a breaker bar - once inserted pull hard over to the drivers side as it is under pretty high tension. Slip the belt onto the pulleys being carefull to follow the routing shown in the engine compartment label and slowly ease the tension pulley back down being sure that the new belt doesnt slip. Run the engine for about 5-10 minutes to "seat" the belt.
