I would advise against it, personally - many have done this at the expense of their body panels. A better option would probably be a Class III receiver with a spare tire mount as part of the receiver.
I'm semi-sure it's called a spare tire carrier.

Notice the small hole below the tail gate but above the license plate. Insert the jack handle into that hole and turn the handle counterclockwise. The spare tire will lower down to the ground.
You can purchase a used one from your local salvage yard. This would be easier than building one.

Using the jack tools that came with the truck, lower the spare tire by inserting the tools into the small round opening under the tailgate and turning CCW (counterclockwise). Continue turning the tool CCW until the spare is on the ground. Directions are listed on a plastic coated page tethered in the jack storage area. Directions are also explained in the drivers manual.
The best place to get Chevy S10 parts is the dealer that sells Chevy cars, they have a spare parts departments that provide all Chevy parts, also Canadian tire should also carry all parts for all cars. Hope this helps.
