Maggots are the larval version of flies, a class of insect with two wings and six legs. They are extremely hardy and survive by eating necrotic (dead) tissue. To kill the maggots you will need a veterinarian's assistance, most likely with surgery involved. The maggots themselves can be cleaned out with some warm salt water and a pair of tweezers, but the dead tissue left behind also needs to be carefully removed to allow the dog to heal.
You need to id them. they are larvae for some unknown bug but once you determine what it is, you will klnow the source and can treat that and resolve the problem with an adulticide labeled for that insect appropriate for whatever substrait it is..
It depends on some factors, most of which are not mentioned in this question. Do the cattle have an injury which allows the flies to lay their eggs and hatch maggots in? Are maggots coming out of the anus? As such several options, all which are mentioned in the related link below, can be of use to you:
If the bird is dead, leave them be. If the bird is alive, well, leave them be. Maggots will only eat dead flesh and can only clean the wound of a live animal. The use of maggots for medicinal purposes have been becoming more common in hospitals around the world. That's right. They're used on humans.
If the bird is dead, and the maggots are unpleasing to look at, just move the dead body somewhere else, or bury it.
